César Rafael Maldonado Mercado

César Rafael Maldonado Mercado advises Ecoheart on sustainability and global climate solutions. As a QA/QC/HSE Engineer and Environment/Sustainability Consultant, he brings over 20 years of experience in management of major Civil Engineering projects, including factories, highways, bridges, residential developments, and alternative energy initiatives.

César is an experienced team leader, effective negotiator, and motivator who maintains control of efficiency and critical details for constructions of high complexity. He is a skilful and independent problem solver focused on delivery of the highest quality standards. Fluent in Spanish and English, and conversational in French and Portuguese, César brings international perspective to his work.

In design, César has developed, reviewed, interpreted and clarified specifications and architectural/engineering drawings for diverse projects. He has performed construction and work site inspections, and prepared quality certifications that ensure projects meet rigorous standards.

In construction, César has supervised complex construction projects, delivering on time and budget while fostering safety-focused environments. He has planned and scheduled resources for execution of major engineering projects, demonstrating exceptional project management capabilities.

In management, César has prepared budgets and cost estimates, developed and managed relationships with suppliers, contractors and subcontractors, negotiated multiple contracts, and coordinated and directed high-performing teams for project execution.
